Great Visuals and art! You really have improved! I also like the idea of how this Flash is sort of like an Ad for the army. But the animation is still laggy and your Intro was kind of annoying.
So improve the animation and your Intro.

If this re-enactment of WWII actually happened, then we'd all be speaking German right now! Too much lag, you should have changed it to 24FPS rather than 12FPS. Art is crummy and animation is way too slow. I'll give you a 3 because you're probably new to Flash.
